policies dont match dockerhub/docker.io image shortnames

What commit ID of Portieris did you experience the problem with?

rel 0.10.2

What went wrong?

policy does not match image e.g. websphere-liberty which is, acording to docker, a shortname for docker.io/library/websphere-liberty

What should have happened differently?

should be possible to have portieris understand this convention and policies for the full name should apply

How can it be reproduced?

deploy an image using a docker shortname

Any other relevant information

it is also possible to set up registry aliases where where red-hat tools e.g. cri-o are in use which has a similar problem - it would be best to solve this problem generically
