update Makefile in samples

  • toolkits on CP4D Streams build service have different directory structure (names) as in local Streams installation
ifdef STREAMS_BUILDSERVICE
  SPL_PATH = ../toolkits:$(STREAMS_INSTALL)/toolkits
else

../toolkits supports to use an "updated" toolkit with VS Code from local toolkits directory
