403 Client Error: Forbidden for url: https://api.github.com/projects/columns/15595055/cards.
 Count not assign id 1128737592 to 'Site Comments' project card

Comments from the Contact page that get turned into Github issues should auto-assign @songeric1107 but they do not due to the permissions error above.

@jorvis is it possible for you to check the settings on the IGS/gEAR repository to see if https://api.github.com/projects/columns/<column_id>/cards has write permissions? This POST call works in jorvis/gEAR (using the column id for that repo), and issues can successfully be created in both repositories. So this leads me to believe that this repository's project settings are not permissive (https://docs.github.com/en/rest/overview/permissions-required-for-github-apps#permission-on-repository-projects). This is just a hunch though.

@jorvis and I think this is low priority for now. The tickets are being successfully created and @jorvis gets notifications on all new tickets anyways. We think the reason these do not auto-assign into the "Site Comments" project is due to some IGS organization settings in Github
