Validate OGC-API-Feature services with https://github.com/INSPIRE-MIF/gp-ogc-api-features requirements

As a result of the open tender for adjusting tooling for ogc-api-feature services, we noticed that the current validator does not check on the requirements as set in the endorsed good practice for ogc-api-feature services.
The idea we propose is to implement these requirements into the validator.

At this moment the validator only seems to validates on the OGC requirements part1 and part 2.
To be more specific, we would like the validator to also check on the requirements as mentioned in the 5 requirement classes as mentioned in https://github.com/INSPIRE-MIF/gp-ogc-api-features/blob/master/spec/oapif-inspire-download.md#8-requirements-classes-.
