Due to changes in #6874, an installation without the :DoiProvider setting set at startup (which is not true for a new install) would be unable to create new PIDs.

  • What did you expect to happen?
    It should be possible, as it was previously, to start a fresh install, set the :DoiProvider as part of startup (assuming one of the DOIProviders (DataCite, EZID, FAKE) are otherwise configured correctly), and to then be able to create datasets, etc.

Which version of Dataverse are you using?
