As a support person I want an EPICS server for the ISIS chopper, so that I can view the chopper PVs in a client application.

An EPICS server, serving up the relevant PVs needed to monitor & control an ISIS chopper.

Need to talk to Paul Chorley about current chopper system.
May have a .NET IOC or CA server component
Ideally serve up just EPICS PVs (provides ideal level of de-coupling)
