long urls everywhere!

I'm fairly irritated by all the long, complicated url strings (eg) and you might consider moving all them to a dedicated file that looks like a million lines like this: urls.bills = (sponsorId) -> "bills?history.active=true&sponsor_id=#{sponsorId}"
