When a player enters a town region, an additional interaction box would display below the shop and above the choice log. Each town in Idliathlia would have a unique bank where gold can be safely stored. (Or only some towns would be large enough to accommodate a bank and it could just be towns with guild halls. But I believe it would lead to an inconsistency that could be confusing to players.) The gold may only be retrieved and deposited while in the town region. Gold stored in town banks would also last through ascensions, and not be counted as gold earned when ascending.
I believe ten thousand gold is a good initial free limit in each town. The price to increase the gold cap in each town should go up exponentially, and would hopefully balance to a point where the player would be incentivized to upgrade multiple towns instead of only increasing one town.
Guilds would get a new building, which I would recommend be medium sized. This would allow it to be used by the smaller guild locations which have more medium sized plots, and also gives Frigri the ability to use the 4th medium slot. There are 5 unique small plot features at the moment, 3 large, and 3 medium. This would give guilds a new and costly way to allow players to store an ever increasing amount of gold, should they choose to spend their valuable guild resources on the building.
Since the 1 billion gold investments are currently the high end items, @seiyria wants to make sure that the 1 billion gold still provides a challenge. There are 10 towns that do shops, with Mountain Town coming soon after I create this issue to make it 11. Then, if players had access to a guild bank, that's 12 unique gold banks to dip into, should a player level up and decide to move between all of them to collect a large sum of gold at once. That could easily be over 1 billion gold at high enough tiers across that many locations, but I feel that the investment of leveling up and traveling across that many locations is worth it overall.
While many features increment forever in IdleLands, it's worth considering if town banks should have a cap on just how much gold you can store, or if they should also become a way to sink gold should you so choose. With the near future bringing us to 12 potential locations for banks, I can see the merit of both sides. A cap of 100 million stored per town would be my recommendation if there is a cap, and also gives guilds the perk of allowing the potential to bank more than 100 million gold stored in a location with a high enough bank building level. Incrementing forever is more fair for the guildless though, and could easily get so costly that it would make more sense to save the gold to get whatever you wanted instead of upgrading further.
