I've made translation in to Traditional Chinese, how and where can I submit?

You can edit and create files right here (and then "propose file change"/"propose new file", so not really edit/create, you can create fork, edit it and propose changes).

Private_Tab/tree/master/locale:

(will be "Fork this project and create a new file" for you)
Type name of new directory:

and press "/":

And for extension description: open Private_Tab/blob/master/install.rdf and press "Edit".
