Make the ERA vocabulary citable #15

It would be good to connect the GitHub repo to Zenodo so each release of the vocabulary will have a dedicated DOI.

Additionally, it would be good to add a CITATION.cff file in the repository: https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files
