Create ProtocolParameters wrapper

Create the wrapper as described here to avoid ad hoc modifications to the era specific protocol parameter conversion functions: #4166 (comment)

This will allow us to write strict protocol parameter conversion functions that adhere to what fields exist but also allow us to call the correct conversion function depending on the era of the node.
