SaaS Shield Thales CipherTrust Manager KMS Support

We've added support for Thales CipherTrust Manager (including Community Edition) to the Config Broker and TSP 4.7.0. Initial implementation and testing was done with Community Edition and managed services (in cooperation with Complior). This provides a range of EU data sovereign options (self hosting or managed hosting) to tenants that are sensitive to data residency issues.

• Earlier TSP versions will report a non-terminal error about encountering a config of unknown type "THALES". If you see that error, you need to upgrade to TSP 4.7.0+ to support active tenant configurations.
• Administrators now have a Thales option when creating configs, and there is a full wizard that provides guidance on setting up a key and access to the new KMS.
