The new alpaca requires Java 11, as does Fcrepo6 try upgrading everything to use Java 11 rather than Java 8 if that works well we can drop the exceptions.

Check if we can remove the custom build for jna after this upgrade.

Running java 17 everywhere since it is the new long term supported release. Seems to work well.

Java 17 used in #238 seems to work well.
