I have a number of gateways in the field.

The only consistent thing I can say about them is that I can get to a root prompt somehow.

I need a procedure (possibly involving sh-archives if wget or curl are not enogh) to bootstrap Ansible control of the gateway.

The procedure can assume network connectivity (outbound) and root access. The procedure should not assume that the user is connected via ssh (the root user might be connected via a USB port due to inbound firewall issues).

The procedure needs to allow for the possibility that the gateway is using static IP configuration.
