What to do when a new camera arrives

When a new camera arrives at the test houses, or when e.g. at CSL a camera comes back into the cleanroom for a SFT after vibration, we need an explanation of what needs to be done in order to bring the CGSE in a proper state for that camera. The IvS-KULeuven/plato-common-egse#2611 describes what should go into the procedure, this issue requests to document this in the commanding manual with proper explanation.
