Unable to select a language

Description

I'm trying to test voice mode, but I can't see a way to select a language.

Steps to reproduce

Go to Voice beta
Enable voice mode is greyed out

Expected behavior

Popup or menu to select a language

Actual behavior

No way to select a language. Toggle is greyed out and doesn't work. There is a 'no language selected' message, clicking on this also does nothing.

Could you go into the global Android settings and enable all permissions (two to be precise), then try again?

I've enabled all of the permissions I can see for this app.
