This is Part II of JeffersonLab/jam#14

In the aforementioned issue JAM was updated to prevent verification of controls that are associated with Not Ready Components. This second issue captures the changes needed to enhance SRM to automatically expire any credited control verifications associated with a Component as the Component is downgraded.
