We tried this - spent a lot of effort on it - and it failed before.

Why try this again?

It's hard to figure out who's active vs. not active.

Currently quorum is based on support levels - which was also a failure, does not work well

Meaning, it works well in some cases, and fails in other cases.

Define active
Explain why this is better than all citizens
Provide scenarios where it would fail.

Rieki's proposal to fix this was to change it so residents and citizens are the same, but citizens have a voter badge. So it's more clear that citizen only means "I want to participate in governance".

Right now it is presented as the "goal" for each member.

We also discussed to rename

  • visitor
  • citizen (Formerly resident)
  • citizen with voting power / governance access (formerly citizen)

I guess we can still have a voter badge which auto expires in 3 cycles when not voted with?

Then count number of voter badge holders?
