But to answer your question: One way for jasm to determine what character a mod is for, is by looking at the files within a mod. It then tries to find matching mod files (*.buf, *.dds, *.ib) that start with the modfilesname text. It's a primitive but quick and simple way to determine what character a mod is for. Though it does not always work I've had good success with it. One feature that uses this is the Reorganize mods option on startup and settings.

The reason it's a separate property and not just the internalName or diplsay name is that sometimes they are different. For example, the female traveler is called Lumine but the modfilesname for her is TravelerGirl, this is also the case for some in game skins I believe.
