Certain parameters in a few pallets are encoding what balance is needed as an effective state bloat bond, and also to avoid existential deposit cleanup of built in accounts: #3497

We should in the source code very clearly add to the documentation of each such parameter, whereever it is declared, that it has this critical status, and that it therefore must be sufficiently high.
