I get the following error:

julia> Pkg.add("Cxx")

Unfortunately Cxx.jl does not (yet) support 1.0: #390

is this package still maintained?

It is not updated since May, but I prefer to think (hope) it has just been "put on pause".
I guess, however, that it has a low priority in Keno's list of stuff to do (e.g., below the Julia debugger).

It would be great if someone else could help here, but people with deep knowledge of C++, Julia and Clang does not abound ☹️

I get a similar error installing on Julia 1.0.2. This package is referenced in the main page of julialang.org, however, it indeed seems to be abandoned.
