"siteBorough" in HPD service request payload may be unused

The HPD example on the interactive API documentation contains a field called siteBorough and its role is confusing. In the example, the fullAddress field appears to already contain the borough name, and this is what seems to be returned in the GetServiceRequest API call (under Address.Borough). Also, the only SiteBorough listed in the PDF documentation claims it's only used for NYPD-related 311 service requests, not HPD ones.

Providing a nonsensical value for this field doesn't raise any errors, so I'm not sure if it's even being processed by the server.
