Add eslint-config-warlock-typescript package for TypeScript linting
Add script that creates an .eslintrc if one does not exist already.
Minor bug fixes, including updating the setup.sh file which incorrectly imported from eslint-config-warlock instead of warlock-config.
Created initial version of warlock-config.
