The grouping in the file is also dubious, there is no need for the part if the two strokes are both parts of 十, and they should have been combined. However 15 and 16 or 15 and 17 form a 十, and 16 and 17 are parallel vertical lines. Because a lot of the data in KanjiVG seems to have been generated by scripts, I suspect this problem is repeated elsewhere, so I'll check all 冊 elements for similar problems. I think the only rational thing to do with the groups is to delete the "one stroke" groups like this, since it's very hard to automatically sort out which strokes should be put into a 十 structure and which shouldn't when they all have the same interrelationships.

There is also a "Kaisho" variant but this appears to be identical.
