Allow non admin people to approve access to software

In some limited cases it would be useful to allow a non staff person of Karaage to allow users access to software.

Case in point, there is a request for a group of users to have access to a different module for matlab which addresses a different license server. It may also be required in this case that the license server only allow a specific group of users to access the license. Doing this based on groups would be ideal, but staff members may not know which group of users should be allowed access. In this case we need to verify each request, when handing over the approval would be a more suitable option.
