Choice to email (or not) non active accounts

When sending emails in Karaage it appears to send to all members, including non active accounts.

It would be nice if this was an option... default option to not email active accounts, with a tick box to allow that you to send to all accounts (including inactive).

Is this happening when you are sending emails to anyone in a particular LDAP group?

This was seen when emailing all members of a given institution.

Also see #113. The problem described here is emails to active accounts that have been locked for some reason (e.g. email bounces), and we no longer want to send the person emails.
