Description

The use of the docFX tool limits building to Windows. Historically docfx could be used under mono, but docfx 3 is migrating to a dotnet tool that should alleviate the issue altogether. This further improves the developer story by unblocking the ability to move to container based builds.

Proposed Solution

When docfx 3 is released, migrate to usage of the dotnet tool -> https://github.com/dotnet/docfx/tree/v3-release
