The forked branch https://github.com/josegonzalez/dokku-pg-plugin that was created to resolve issues arising from updating dokku and this plugin has out an out of date README.

For anyone else coming across the issue, the resolution (which sadly took me hours to realise) was the git repo url for the plugin:install command is incorrect. It should be so:

dokku plugin:install https://github.com/josegonzalez/dokku-pg-plugin.git postgresql
