Update memory barriers to align with tensor staging/primary memory revamp

With the revamp of the tensor memory containing a staging and primary buffer the memory barriers weren't also added correctly so these need updating. Also it seems that not all cases are covered with memory barriers so will be required to understand what extra barriers need to be added throughout operations.
