Finalise Migration of Kompute into Linux Foundation

Vulkan Kompute has been accepted as a Linux Foundation project under the LF AI group (https://lfaidata.foundation/).

The project will be moved to a separate "Kompute" organisation and governance will be transferred to the LF AI.

The Governance of the process will still remain the same, and the project will be lead by original author Alejandro Saucedo.

As with other Linux Foundation projects, eventually the governance will mature to introduce more scalable governance thorugh a committee.

More updates to follow, and will be posted in this issue - any questions or discussions can be shared here or in the discord.
