Can't get outlook popup to be floated

We use Titus email classifier, which pops up a dialog (Title is "TITUS - " followed by the subject line of the email) after clicking send on an email. I've tried both of the following to get the popup to be floated, but neither seems to have any effect.

In applications.yaml -

I think I've got it working now. Even though komorebi announces it's looking for komorebi.ahk on startup, the commands above (modified to be proper json) work better when they are inserted in komorebi.json.

For example, this komorebi.json currently seems to be recognized
