Fix Github Actions deprecated warnings

Had to change this in serac so figured we should update Uberenv as well with the new versions.

From a serac github action warning:
Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: actions/checkout@v2, docker/setup-buildx-action@v1, docker/login-action@v1, docker/build-push-action@v2, actions/upload-artifact@v2.
