Create a Twinkles Portal

It would be great to have one page where we can easily see which twinkles datasets have been produced, how each one was produced, and how the data can be access.

For each data release we could include

• Links to the pipeline jobs which ran the simulation/analysis
• Important data input such as the astrometry files
• Links to which DM stack and which phosim versions were used
• Links to data locations (at SLAC, NERSC, ...)
• Links to the workflow streams which produced the data
• Links to any existing databases currently contain the data products
• Links to automatically produced light curves
