Currently, information like x-talk etc is stored in a copy of a PhoSim segmentation.txt file. This was the infrastructure used in obs_lsstSim. Now that we have obs_lsstCam we would like to move the information to there and access it through the camera API.

Because of the way things have worked out with obs_lsstCam I think we can combine this issue with #121.
