Rangebans and Exceptions

As previously mentioned (LVPlayground/nuwani#1), rangeban functionality is more than useful when dealing with certain evaders--however, we should add possibilities for serial and ranges to have exceptions for registered players so that innocent players do not have to get caught up in a ban. (We have previously had the exceptions functionality as well.)
