[Arcs] Tax Collector - "player board" or "play area"?

Tax Collector:

When you tax an Outlaw's city, you may take the resource from their player board.

As written, it won't be able to take resources that are held on cards. Is it intended? Or should it say "play area" instead? (It can also just say "take a resource they have")
