(nitpick) Tax limit needs to be ignored #107

(This is a nitpick because I don't think this confuses anyone)

You cannot tax a city more than once per turn.

We know that Cannot is absolute. So technically cards that breaks this limit need to explicitly say "ignore tax limit".
