Warden's Levy says

This card can hold a max of 1 ship of a Vassal for each Fief where you are their Lord.

So if the Lord-Vassal relationship disappears in a fief, the max number of ships that can be held on this card will decrease, which probably means the Warden needs to return ships down to the maximum? This might be worth adding a FAQ

example:

Q: If I lose a fief after levying to maximum, do I have to return a ship?
A: Yes, at any time this card can only hold ships up to the limit.
