There are various CSS issues with the GCWeb version of scenario editor. Input groups aren't supported in bootstrap 3, so the new fact inputs aren't being displayed properly. Close buttons aren't supported in bootstrap 3, so the "delete fact" buttons aren't working properly. The tabs don't indicate which one is active... things like that.
