Expected behavior

When receiving single commits from the network, it should not accidentally ban honest peer even when the node is behind.

Actual behavior

It does work as in the current protocol, but it can be improve as described in LiskArchive/lips#288

Which version(s) does this affect? (Environment, OS, etc...)
