Add Dockerfile to the lisk repository

Relates to LiskArchive/lisk-docker#84, LiskArchive/lisk-docker#85 and LiskArchive/lisk-docker#87

Expected behavior

Docker images are built directly from within the lisk repository and config.json is configurable through environment variables.

Actual behavior

For historical reasons docker images are built from Dockerfile(s) in a different repository and are only configurable to a limited extent.

Steps to reproduce

Build and use docker images.

Which version(s) does this affect? (Environment, OS, etc...)

Version 0.9.x - 1.x; docker images.
