Update third-party actions we use to latest to get rid of Node.js 16 deprecation warning (OSOE-710)

Since Node.js 16 has reached its end of life, GitHub is deprecating it too. Because of this, you may see warnings like this under workflow runs:

We need to update all the third-party actions if and when they fix this to get rid of the warnings. Affected actions:

• https://github.com/actions/checkout: Already updated.
• https://github.com/actions/cache: Upgrade action to use node20 actions/cache#1260. However, this also affects https://github.com/BuildJet/cache where Merge from latest official repo (mostly to fix Node 16 deprecation) BuildJet/cache#1 needs to be done.
• https://github.com/actions/setup-dotnet: Needs Deprecation warning due to Node 16 actions/setup-dotnet#478.
• https://github.com/actions/upload-artifact: Needs [feat req] Upgrade action to use node20 actions/upload-artifact#444. Also create an internal wrapper action like we have for checkout so we can manage it centrally, and update the reference to use the new action.
• https://github.com/phoenix-actions/test-reporting: Needs Deprecation warning due to Node 16 phoenix-actions/test-reporting#43.
• https://github.com/buildsville/add-remove-label: Needs Deprecation warning due to Node 16 buildsville/add-remove-label#7.
• https://github.com/azure/login: Needs Deprecation warning due to Node 16 Azure/login#357.
• https://github.com/Azure/webapps-deploy: Needs Deprecation warning due to Node 16 Azure/webapps-deploy#372 (and V3 using node.js 16 upgrade to node.js 20 seeing 16 is deprecated Azure/webapps-deploy#392, which is a duplicate).
• https://github.com/check-spelling/check-spelling: Needs Deprecation warning due to outdated actions/cache/save version using Node 16 check-spelling/check-spelling#63. - This will need to be done later, one it's released, as part of Update check-spelling to >0.0.22 when released (OSOE-858) #353.

Check out the release notes of all of these, since there might be breaking changes (like for actions/upload-artifact).
