This code managed to get me to really good ±2% at lower freqs up to around 45Hz, whereafter all the way to roughly 70Hz target the frequency doesn't leave 45-50Hz, and afterward maxes out at 60Hz. I'm out of ideas on making the timing more accurate in that range.
