[Core-Ops] Implement code for the Ops client-side companion mod

The mod will allow for a huge increase in possible features; features that can be far more powerful and increase QoL for ops on servers of any size.

For example:

• a live grid map overview of the whole world with the positions of all players
• have a debug gui with a console that displays a read-only view of rvas-core debug messages
• advanced customizable chat window overlays to monitor all non-global messages (/l, /w, /r)
• window overlay to see a spreadsheet like list of online players with some basic info about them (like if they have donated or not)
• etc..
