Duplicate Tool Names Allowed During Tool Creation #12

The agent API allows creating tools with identical names, causing confusion and management issues.
Tool names should be unique. The system should return an error if a duplicate name is entered.
Add a check for unique tool names and prompt users to choose a different name if a duplicate is found.
