Usage within this project is also undocumented, I assume we want to use bump2version to help make sure the version number is incremented easily with new releases. It's also unclear how to set the version as a pre-release or in-between release which would be helpful

Acceptance Criteria

• bump the bump2version pin
• document usage for version releases
• increment the dev version (main) to be 0.3.dev
