The main complication is that this makes layering much harder. And edge between a flippend and not flipped node doesn't necessarily imply an ordering between the two nodes. But they if there are no other constraints they also shouldn't be too far from each other.
Crossing reduction is also harder. For example, we need to handle intra-level edges...
