Feature Request: Per-User Traffic Shaper

Would it be possible to implement a traffic shaping feature on a per-user basis? This would allow for better control over network traffic, enabling more efficient bandwidth management and user-specific rate limiting. Such a feature would help prevent congestion, ensure fair usage, and optimize overall network performance.
