Filtering submodule paths

#224 was necessary because the path filter workflow can't trigger on files within submodules, only on changes to the submodule writ large. dorny/paths-filter#143 requests such a feature, but for now it might make sense to make projects like export and infer trigger unit testing on any changes to hermes unfortunately
