This adds tests cases for the
@glimmer/syntaxversions used by Ember 3.4 and 3.8, and updates the regular@glimmer/syntaxdev dependency to the latest release (v0.40.1). The PR also drops tests for the v0.33.0 release, which is no longer in use by any of our supported Ember versions.
